Yes, it's absolutely right in link building includes Off page SEO activities like directory submission, article submission, forum posting, blog commenting etc., but before off page SEO activities be sure that you have up-to-date with on page SEO or on-site SEO done on your website, as you say which are definitely part of SEO.
Link building is getting too tough now, what I have experienced is building links using authority sites, guest blogging helps but other methods are not too helpful, however you can build links using only quality sites if you are using other methods of link building.
