Best city to live in the world

I'm a web developer in ASP.Net, C# and SQL Server and I'm wondering what would be the best city in the world to live.

For me what is important is:
The best racio between salary vs cost of living
Unemployment benefits
Pension benefits
Bad weather is not a problem.
