I had the same thing happen 2 years ago. Google is completely deaf to complaints about this. You can ask for a review, but they just deny the request. Unless you are a large company you do NOT matter to Google.

Yes, Google doesn't listen to your complain, what you can do is you can improve content of your site, try to receive good number of visitors on daily basis then apply again.

No alternative works, Adsense provides targeted ads and earning is higher than other programs like adbrite, chitika etc.
