Are you sure you mean ALL mobile devices? Including 2G Symbian devices with screens the size of postage stamps? It can be done, but what about larger screen devices? How will it look on them?

I tried the online quiz makers but they use iframes which the iPhone doesn't seem to like.

Overall, a welcome and very informative post. Just a few comments:

320 and Up – The ‘tiny screen first’ responsive boilerplate:

I've never used this, or any, boilerplate but I agree with the concept of designing for "320 and up" (or, in fact, 480px upwards). Also the focus on designing small, and scaling up, rather than the other way round, is good.

A bit of a curate's egg. The focus on testing with real devices is good, but the actual devices they suggest (e.g. a Nokia phone running Symbian O/S, with a screen the size of a postage stamp) are antiquated. They really require mobile-specific sites, which are unlikely to be cost effective. Nor are they representative of mobile devices today. I'm surprised that the article is dated Nov 2011. I suspect it is a re-print of a much older piece.

The rest, with its focus on responsive design, seems spot on (though I've only skimmed it).
