After panda & penguin I would suggest to do these activities handle with care.

Social Bookmarking, Directory & article submission should be with the relevancy.
Forum posting & commenting is important, but again how you used it!
Blog commenting is also one of the useful, but how it's being used as well as relevance is also one of the most important.

Directory submission with relevancy is one of the most important. Guest blogging is important, but again relevancy & low guest blogging counting as a negative ranking.

Social Networking is also great option & that is really helpful.
