How do you join a table in PHP or is this SQL???

I'm trying to figure out the best way to join a table, I'm not too experienced with the whole thing. But, I was asked this in an interview and I had no idea on how to join a table! I think he was referring to SQL language but not sure.

SQL (unless you are using a PHP databse layer in PHP (ORM?) that has joining methods built into it?)
