    If you link to as many Google programs as you can then it would really help in SEO..

    not it will not, linking other website never helps SEO, but it will help the other side SEO, try to link your website in others website that's helping.

    The thing is if you link some Google programs to your site then your site would be given higher ranking, it is also a hidden algorithm of Google search engine, I would say.
