Fuctional Navigation Bar (Newbie Web Designer)

I would my navigation bar to be able to function. I know I need to use an unordered list but I'm lost after that. It is simpler to make a navigation bar myself in dreamweaver but I liked this one so I bought it. The file is psd but I need to convert this navigation bar to html and css in dreamweaver so it is functional and you can click on each menu which it takes you to a different page. Can anyone point me in the right direction of how to do this?

It's like a big picture of a navigation bar with a submenu that's under it that I need to input to my website. I figured out how to slice the navigation bar and input it in dreamweaver but I'm pretty lost as to how to input the submenu under the navigation bar and make it function.
