Stick Footer Woes - and IE8 Issue

Hello, My site has a couple issues with compatibility.

In all FireFox browsers it seems to work fine and as expected.

However, in Safari the sticky footer acts up. It covers the bottom area of the content of the site.
In Google Chrome, only the homepage footer moves up like Safari renders all the pages.

In IE8 the top portion of the website is lost. It gets pushed off the top of the browser - however you can see the footer just fine.

Any and all assistance is appreciated, as I'm spinning my wheels at this point.

    The site is here:

    Pages are validated.

    Thank you

I don't have time just now to play with your page, but just for drill you could try inserting an opening <body> tag. It wouldn't hurt to remove the commented-out CSS settings, too, just to make sure there isn't some stray errors there.
