    Converting windows-1252 encoding to utf-8

    I wonder if there any program that would convert html page with windows-1252 encoding into utf-8 without the need to manually fix the special characters?
    I tried Notepad++, but after conversion some characters that were not encoded in the original file (like copyright, single quotation mark, etc) become garbage. Alternatively, is there any program that would identify characters that need to be encoded (it's easy to miss some if you search for them manually)?
