Why does Dreamweaver take 25% of CPU process?

It's doing absolutely nothing with no webpage open and it's hogging 25% of my CPU. What's the deal? Why do people use it when it's such a resource hog?

Is there a better platform to use? The only other one I'm familiar with is MS Expression. I like MS Expression file, I'm just curious if there's another choice.

Dreamweaver is a heavy software so it consume lot of memory and takes 25 % usage of cpu.

That's fair enough. But why is it so popular? It's such a waste of resources and other programs offer similar features.
