Chmod?

What the? I have heard of this. I like calling my little brother a Chmod. But what is it? How does it relate to CGI and Perl?

In order for a perl script to run, it needs to have execute permission.

I know that chmod is used in the unix operating system to give files read, write and execute permissions.
