    where and how i can start forum sites for open discussion on web development

    There are many out there... vBulletin like this site uses is one of the more popular ones.

    phpBB and Simplemachines are both Free and open source.

    VBulletin is the best but costs money.

    Depending on your hosting provider they may have a simple install feature like Fantastico.

    If your looking for something more simple without installing anything you can try something like http://www.createaforum.com or http://www.proboards.com/create-free-forum

    Yes Sir! Very well suggestion, If I were you, I would also do the same.

    Everything can be searched through Google.
    If someone really don't get how to do something, it's the time to seek for Forums or other discussion boards.

    Yep, I agree that VBulletin is really great to use but since it's not actually free, PhpBB would be great for starters and
    for those who doesn't want to spend much.

    If you have knowledge of web programming, wikihow can tell you simple ways to connect with database and create your own forum in your own domain.

    Download phpbb or vbulletin. These are free forum CMS

    or many hosting have option to auto create forum see if you have in your hosting.

    You can build a forum community with vbulletin or phpbb both are good.
