If you have never really learned about software programming in general, try to spend some of your learning time/budget on general programming concepts and best practices -- don't just concern yourself with learning PHP syntax and its (huge) library of built-in functions. If you are already an experienced programmer who just needs to learn your way around PHP, http://www.php.net/manual/en/index.php is your starting place, and you might want to search for some tutorials by Matt Zandstra on object-oriented PHP (or just get his excellent book, PHP 5 Objects, Patterns, and Practice).

Best way to learn is give yourself tough task/projects in PHP and try to complete it.
While completing project you learn a lot.

Debug until your fingers bleed, and then if you still cannot figure it out, then ask about it on support forums.
