A Website's Pagerank
My one question is how Google decides what is the PR of the page? For example my webpage's Page rank is 3, so how it is 3? What formula is there to make it 3?

It's a Google policy and doesn't share with anybody that how it decides PR of the page. There're many factors which play important role behind the PR but the one and essential thing is the number of quality links points to your website. Where the links come from is also vital like PR, DA, Domain Age and many more.

There are two 'types' of PageRank. For the moment being I can't remember their names.
The first type of PR is a constantly changing variable, something like Pi ("π") an irrational number. The public doesn't have access to this kind of information. That is why Google has PR updates, which gets me to the second kind of PR.
The second type PR is the one we see, an arithmetical average of the first PR.
Note that PageRank isn't as relevant is it use to be few years ago. I suggest you don't strive on this matter that much.
Google has it's own way of updating page rank. Don't much idea how it provides rank.
Actually its a great algorithm designed by Google and other search engines as well according to their assessment plan of your website. It is not for your understanding, you just need to put relevant content to your website and always go by the book.
Google continuously check your website and make a record of the improvements going on in your website, and for that continuously checking of your site google gives marks positive or negative to your website which in further contribute to your Page Rank.
Its all done by algorithm that Google create. Page rank effected by several reasons. We discuss it in seo.
Make a search on Google "pagerank factors for seo"
You will find many blogs on it. Everyone said many things. These are close guess. Nobody knows formula.
Just read first 4-5 blog you will got it everyone said something same.
Yes, many factor affected for google PR. Its mechanism not understand every one. Google crawl your site and find what changes done by you and then he place your page in specific category. Also your outbound links are also important for your site.
Hmm, just read everyone's answers, It will just sum up to the same answer. Are you new on this matter? I suggest you should start reading blogs and articles about SEO from moz, searchengineland, searchenginejournal and so many more..

Thank you for cool Question. I Know many thing about Page rank by this Discussion.
Google PageRank (PR) shows how important your site is compared to other websites and Alexa Rank is how many surfers get in relation to other sites on the Internet. You are aiming to gain a high Google PageRank and a low Alexa Rank. Check Google PageRank and Alexa Rank for a site. Google PR and Alexa
