How to do a hyperlink to somewhere else on the page

I am doing an html description on ebay and want to put a hyperlink at the start of the listin called description which would link to the bottom of the page where listing would be.

How would I go about doing this?

You'll want to use the 'name' attribute of the <a> tag. It would look a little something like this:
    HTML Code:
    <a href="#description">Go to Description</a>
    ...
    ...
    ... Other product data
    ...
    ...
    <a name="description"></a>
    Description starts here

While "name" still works, "id" is preferred by W3C these days:
    HTML Code:
    <a href="#description">Go to Description</a>
    ...
    ...
    ... Other product data
    ...
    ...
    <div id="description">Description starts here</div>
    <div> could also be <section>, <article>, <tr>, <td>, <p> or almost any other tag/element.
