    Hi,

I am new to web developing. From where I can learn CSS thoroughly? How much time it will take to learn CSS?

there is only one thing u should learn from css => how does css work....
you will learn all the rest with the time. understand how does it work and then try to design anything. use your favourite search engine and look for solutions.
check other templates or boilerplates. work with bootstrap and learn the workflow.

the best way to learn css (and ofc html) is to use them.

I had a little knowledge of css already before i started using Treehouse. It has to be paid for but for 25 dollars a month on a rolling non contractual scheme i think it is worth it.

I am fond because you not only have videos teaching you but as you go along there are also multiple choice questions and code challenges to make sure you actually took in the lesson and understand the subject rather than just being able to copy withouht knowledge.

I can recommend codeacademy, also started there. A huge plus of this website is that it's an interactive course, and by writing we learn fastest.
