actually inserting the number of the keywords in the title and the description is not a good idea it treated as spam by the google but yes you can with minimum keyword its ok such as in description only two or the three keyword are good

    1) you shouldn't have a meta[title], it's pointless garbage -- do you mean the TITLE tag?

    2) if you mean the TITLE tag it should be the name of the sub-page the the name of the site, since TITLE exists for the SOLE PURPOSE of being the text for links to that page, the title shown in the titlebar of the browser or the tab for that ... tab. That's what it's FOR. If keywords end up in that short (preferably 76 characters or less) title it's fine, but you shouldn't be trying to stuff them in there on purpose.

    3) Stuffing keywords in the description META can be done if you can make natural language sentences out of it; but again blindly stuffing keywords into it en-masse is just asking for search engines to slap you down for abuse. Really you have to look at what the description META exists to do -- a short sentence or two describing the site to be shown below your TITLE on the SERP. That's it, that's ALL it's for.

    4) you don't actually mention the keywords META, which is the one to put keywords in; a LOT of people blindly claim it doesn't work anymore, but that's because nobody bothers to use it for what it's FOR. It's called keyWORDS, not keyphrases, not keysentences, but keyWORDS -- seven or eight single words or proper names preferably under 128 characters in length total that exist inside your BODY tag as plaintext that you want to provide a small boost for. You stuff it with half a k of text repeating the same words over and over trying to make every possible combination of words that don't even exist in BODY, OF COURSE it's going to be ignored, that's NOT what it's FOR!

Take idiotic halfwit meta[keywords] like this one:
content="babysitting keene new hampshire, babysitting winchester new hampshire, babysitting chesterfield new hampshire, babysitting walpole new hampshire"
Even assuming any of those words actually exist between <body> and </body>, it's pointlessly redundant and not how it's supposed to be used. It is in fact guaranteed to be ignored by search engines because of that.

content="babysitting, new hampshire, keene, winchester, chesterfield, walpole"
Would hit all the same values, and if those words / proper names exist inside BODY, unlike the former one it would still actually function.

Really across the table -- <title>, <meta name="keywords" /> and <meta name="description" /> there's a lot of misunderstanding and mis-use stemming from people not taking the time to actually figure out what the devil they are for; it gets worse when the snake oil doctors who call themselves SEO "experts" get hold of it and try to abuse the hell out of it to do the opposite of what we've been told for ages; code for the users, not the engines.

TITLE is for the titlebar, tab or link to the page on things like a SERP. META[name=description] is supposed to be a short natural language summary of what the page is about to be shown below the TITLE link on the SERP. META[name=keywords] is supposed to be 7 or 8 words that exist in your document you want a small ranking boost on. That's it, that's what they are FOR.

SEO-tards telling you to bloat your code to the gills with extra crap in them that does NOT serve the purpose of the tags or metadata typically doesn't know enough about HTML or search engines to be flapping their gums on the subject.

SEO is all about best practice, the more you do the more idea you will get about. The limitation of title-65, description-160, keyword-260. but there is no hard and fast rule for it, you can exceed the limits.
