    background "floats" into background when scrolling in IE11

    I have a page with iframes but the problem is that when I'm scrolling in ie11 I don't get a straight vertical border on the frame. The background kind of floats into the iframe. If I click on a link on the page expanding more text the border goes back to a straight line again until I start scrolling again. It looks fine in Chrome and Firefox but not in IE11.

    the code I use is as follows:
