Basically I need the entire page to have a white border around it, and I need to do it using a table. For some reason the table won't enclose everything past where the I use the 2nd nested table. Any ideas?
You need to remove the layout markup thats above your <body> element. Only, <title>, <head>, <html>, and other header elements should be above the <body> tag.

Well off hand I see that your nested table is missing " at WIDTH="75%">
Add BORDER="5" (or 10 or 20 or whatever size of border you wish)
and BORDERCOLOR="FFFFFF"
after WIDTH of your first primary table. Make sure all is enclosed properly <table.............">
