A 301 redirect is a permanent redirect which passes between 90-99% of link juice to the redirected page. 301 refers to the HTTP status code for this type of redirect. In most instances, the 301 redirect is the best method for implementing redirects on a website.

A 301 redirect is a permanent redirect from one URL of the webpage to another webpage. 301 redirects send site visitors & search engines to a different URL than the one they originally typed into their browser or selected from a search engine results page. If you are moving your site to a new location then old web pages must be redirected to new web pages. So, 301 redirections is used for old URLs to redirect to new URLs.

The quickest, least technical way to describe a 301 redirect is a permanent redirect from one URL to another.
