    Link Structure and Session id

I am working on re-designing a website which has the link structure as http://www.domainname.com/article.php?id=222

The requirements is that I should use any CMS like Wordpress/Joomla/other to redesign, but I should still keep the link structure (URLs) of the existing pages same like the existing ones.

For example, when I am re-designing, i should retain the link structures as http://www.billemmott.com/article.php?id=516 / http://www.billemmott.com/article.php?id=514 while I am doing the new design.

If I use wordpress, the link structure options I see in the Settings>Permalinks> option is as shown in the following and does not allow me to create pages with the link structure as http://www.domainname.com/article.php?=514

Word press has only following options in Settings>Permalinks>

    Plain http://www.domainname.com/?p=123
    Day and name http://www.domainname.com/2017/10/11/sample-post/
    Month and name http://www.domainname.com/2017/10/sample-post/
    Numeric http://www.domainname.com/archives/123
    Post name http://www.domainname.com/sample-post/
    Custom Structure http://www.www.domainname.com.org/%postname%/

Please suggest which CMS i can use and how i can get the link structure to be configured in the format of http://www.billemmott.com/article.php?id=516

You might be able to leverage URL rewriting in a .htaccess file to take the old style URL and do a permanent (301) redirect to the "Plain" or "Numeric" option. That way the old-style inbound links would still work, while search engines would recognize that they now point to the new one and are the same resource.

Otherwise, you might have to dig down into the wordpress source code...which I'd personally prefer to avoid.

Is there any other CMS which would have a default link structure in the format, http://www.domainname.com/article.php?id=120 ? For example, I am seeing many websites like http://www.internewskenya.org/article.php?id=200 having the link structure, but I ma not able to see what CMS they are using

Wordpress gives you the option of what URL structure you want to use which includes the one you mention.
