    Use style with z-index for video element (additionally fixed position for video and absoulte for content), basic example:
    #video {
    position: fixed;
    top: 0;
    left: 0;
    width: auto;
    height: auto;
    z-index: -10;
    #content {
    position: absolute;
    top: 0;
    left: 0;

    Nice as it sounds, its not the thing to push on to people and I know that people who develop these types of sites and eat a users data allowance or consider that their may be bandwidth constraints or the user is on a highly congested node with a very high contention ratio as often happens, I am suffering at the moment on my broadband, the ISP I use has suddenly sold a lot of broadband packages to the students in the area and suddenly I have gone from being able to watch 1080p down to around 240p and buffering.

    What you might want to consider is a slide show of images have some movement to them so that it looks like video (of sorts).

    Using videos in the background on your website is good idea but video using your user data, although people use cdn networks to insert video on their website because they will play your video without buffering on your website for standard internet connection some of the cdn networks is cloudfare, maxcdn etc
