I see on the some websites that the

keep moving down or upwards as we move up

Which kind? There are three types of that effect. The first, and best, doesn't work in IE; if you're using IE you won't have seen it. It involves using the CSS attribute position:fixed to fix the menu in one place.
The other two ways are more feasible, and basically we need to know how it looked. Did it jerk after you, or did it follow smoothly? If it jerked along strangely, then google for javascript fixed navigation or something. If it was smooth, and you're using IE, it must have been frames, in which case you need a frameset document.
Please tell me which one to use

I am not using frames for layout of the website and using IE as explorer.

NOTE --- since this menu is javascript, not all of your visitors will be able to use it.

the code works just fine in IE. there are several different sites and resources for learning javascript. w3schools is the top of the top.

i tried to use it,
its top positioning is not working finely.
i set left 0px top 100 px z index 2
and the menu appears on the top
not 100 px down
what might be wrong in that can u please see it.
