Need help choosing hosting plan

I'm about to choose a hosting plan through godaddy.com and I'm curious about PHP vs. ASP and being able to have a weblog on my site. Also, if I choose the deluxe plan, I get my choice of Linux or Windows server OS. Which is better to use? This is not intended to begin a flame war between Linux lovers and Windows lovers, but a serious question. Another question: what is CGI used for most often?

I was tired last night and I see that I didn't really finish explaining myself...

What I really want is to have the functionality of a weblog, but NOT JUST a weblog. I want to be able to put anything else I want to as well. I want the site to work like http://www.ryanbrill.com where he has a weblog, but doesn't have to be hosted over at typepad.com or anything.
