Layer visibility question

OK, first time using both layers and CSS...so this is going to be fun.

One little question so far:

I have a test site that I am practicing with:
http://home.mn.rr.com/geekdom/test/Untitled-2.htm

When you mouse over the home or links 'buttons' you get a layer to come up, but they are slightly transparant. Does anyone know what I need to do to make them solid (not transparent)?

I am sure i will have more questions as things come up, but this is where I am stuck right now.

They are not transparent but a placed behind the content div
The z-index for id=home1 and id=links1 wants to be at 4 or 5
