It used to be. But not any more. The admin can enable and do it, but it is really no ones power. This is because of a guy named dave clark who got all pissy at the forum admin (he was a super mod) and he mass deleted all of his posts so that no one could benefit from them. He left tons of threads broken.

i think that it would be nice to be able to move all threads as a mod. that way, for example, if i move a thread from out the lounge and it later goes way off topic, i could move it back.
Yes, I'm a supermoderator. I'm not an administrator, but I like to pretend that I am. I have my own little administrator cape that I like to wear while I browse the forums.

well the mod of the other forum can always do that and it is not really urgent like spam. I can remember several times when the whole forum got spammed but I was the only one on, no super mods or admin in sight. I wish I could have done something about it but I couldn't.

Thats exactly what I suggest.
We, the users, should be able to delete our posts as long as
there're no posts following it.
I also suggest that the user should be able to delete any
thread that he or she started.
Once a user thinks that his thread isn't of use any longer
or once his problem resolves, when someone that posted in his thread
does a search—they wouldn't have to bring up his old thread everytime.

That part I don't quite agree with. The purpose of these forums is to help Web Developers with problems or questions they have. If we were to delete the threads that are resolved, we would have to answer the same questions over and over again. We already do enough of that, thanks to those pesky members that don't use the Search feature
