How to send emails to all users of a particular server

Can someone pls let me knoe, is there a way to How to send emails to all users of a particular server .

That depends... If you own the server, then you will have access to the security tables and, thus, will be able to send an email to all users. If you are just one website on a shared server then, no -- unless you can get the owner of the server to give you some sort of access to a list of users. Of course, if you were the owner of the server, then I would guess you wouldn't have to ask this question.
