    Setting Anchors in HTML

Working in Dreamweaver set an anchor in HTML Dreamweaver. The behavior I want is to open the HELP Page and go to the text "Work" .

The code is below-- the page opens put it does not go to the text --why?

    one one page - <TD vAlign=top align=right width="15%"><DIV align=right>Work Requested:<a href="text.html#Work">(?)</a> </DIV></TD>
    <TD vAlign=top width="60%"><DIV align=left>

    on the help page <p align="left" class="style2"><a><a name="Work"></a>Work Requested:</p>

What am I doing wrong? Thanks

What happens if you do it this way?
    <p align="left" class="style2"><a name="Work">Work Requested:</a></p>
