Entire web page as a form?

My graphic artist has recently run into a number of web pages that are entirely an HTML form, even just when displaying text. He asked me why someone would do this and I do not have a good answer. I imagine that it has something to do with the DOM and thereby some kind of advantage is being gained by doing it this way. But, not exactly sure. Anyone know the reason why?

you have an example? I can't think of any good reason to do such a thing.........

It's possible they wanted to use widgets like text boxes to display things. That's stupid; better done with styles.

I agree with Ray Can't honestly think why anyone would want to do that apart from to add form elements over the page - but that can be done with positioning in CSS - WEIRD!!!!
