insert a movie format in a page

HI, I'm a very beginner,

well, I have a MPEG-4 video file and I want to put it in a html file.
First:
what code I have to put in my html file, and
second,
it is a correct format for the web

I used this

But i didn't succeed in managing the size of the video window. What ever are the parmameter width and height, the size of the video window is always the same. The dimension parameters change only the size of the blank area in which the video appears.
