Y somethimes does the Smilies when i click on them just scroll the page 2 the top???? :?

Perhaps you sometimes have JavaScript disabled. If you look at one of the links:

<a href="#" onclick="smilie(':)'); return false;"><img src="images/smilies/smile.gif" alt="Smilie" border="0" /></a>

It calls a JavaScript function to insert the smilie code into the textarea, then returns false so that the default action of the link is not carried out. If you have JavaScript disabled then it would just return you to the top of the page.
