Meta and/or content

I have a question about search engines. Do spiders only gather meta tag info or do they also gather data from the content of a page? It is somewhat common to have a home page that is empty except an onload popup window that will contain a Flash movie. If the empty page has good meta tag info, will spiders get enough info?

Not only are those pages hidden from search engines but they are inaccessible to persons who are using certain adaptive browsers because of their disabilities. An accessible web site is also accesible to search engines. See http://www.w3.org/TR/WCAG10/ for the low down.
