fullscreen not working

I tried the following code to open a page on full screen when it loads

<SCRIPT LANGUAGE="JavaScript">
function fullScreen(index.htm) {
window.open(index.htm, '', 'fullscreen=yes, scrollbars=auto');
}
</script>

<a href="javascript:void(0);" onLoad="fullScreen('full-screen.html');">Open Full Screen Window</a>
inserted into the head and body sections of the page as follows:

What am I doing wrong?

you have nothing calling the function fullScreen() on the frames page.
also i dont know if this would cause i problem, but you might want to change

function fullScreen(index.html) {
window.open(index.html, '', 'fullscreen=yes, scrollbars=auto');

to

function fullScreen(url) {
window.open(url, '', 'fullscreen=yes, scrollbars=auto');
