What's wrong with my header?

By the way the website is f0rums0up.com (just without the 0's and replace it with O's) Webdeveloper keeps beeping it out because its the same as my username). The sites my username if that's easier.

What's wrong with my header? http://www.*********.com If you open my site with FireFox, everything works fine. But when you open it with internet explorer, the header/graphic toolbar is off and has white space under it. Also, if you go to the homepage http://www.*********.com and click on the QuickLinks button on the first nav bar (the graphical one) its a dead button (unless you are using firefox). If you go into the forums http://forums.*********.com the links work fine. What's the file name for that user tools/quick links? .php?
