How do I keep the header from reloading?

I just have a simple html page with a .jpg as a header. How do I keep this header solid and not reload everytime I click on a new page. The header(.jpg) reloads everytime you click on a new page and it is going to cause someone a seizure. Please help I am lost.

    Thanks.

2 obvious ways, one, use frames, 2 use serverside includes.

That's really more a browser issue. As long as the header is just a static image, the browser should be loading it from its cache. If the image is decently sized and properly attributed then that should be almost invisible.
