do you know what could be affecting it?

i took off the error echo and it is still doing it, and beyond that the php is not doing anything to the display of the page, only posting variables and running verification. i can show you my verification scripts if that might help track the problem.

Yes, your PHP code is not correctly setting the checked="checked" attribute on the appropriate radio button.
