But in the WebMasters Tools it does show that there are now a whopping 18 external links... not thousands by any means!

yes, my bad, apologies, and thanks for the correction.

 Results 1 - 10 of about 17,300 for link:zihuatanejo.com.mx.

the link: feature does seem a little screwy.
i think "link:" might count only HTML <A> links, but pagerank uses found URLs as well, so that could explain the difference.
