No place that you should link to but if you want to include it on your site you can find the information quite easily by doing a Google search on "enable JS". For example:

In the top menu go to "Tools" --> "Internet Options" --> "Security". Make sure that the "Enable Javascript for Navigator" is checked and that all the options in the window below it are checked also. Click "OK", and then close your browser and restart it. The site should work properly.
Opera 6.0 and above -
In the top menu go to "File" --> "Preferences". In the list of options in the window on the left, click on "Multimedia". Make sure that "Enable Javascript" is checked. Click "OK", and then close your browser and restart it. The site should work properly.
