For example, i used to outsource to a company in India and apparently the language was a huge barrier especially if you use Skype.

Or it might simply be the fact that there is no legal coverage to operate like that.

If there is no legal coverage then there is no guarantee that the work will be done

Please note I am talking about small to medium projects

As well as due to domestic talent shortages in the US, Western Europe, and Australia, outsourcing allows companies to fill gaps in their teams without having to sacrifice quality by settling for developers with less experience or expertise.
