Okay, context for the statement: ROC = Redwall Online Community, a group of roleplaying webpages created due to mutual interest in the Redwall series of books. Mostly hosted on places like Homestead, Ourworld, and expecially Angelfire and Geocities. Wolvesbane Keep, Darkmire Castle, and Kindraco Fortress were all the same club, under a succession of owners, ending with me.
Time Frame: late 1990s when the ROC started to early 2000s (I gave up on the club in 2004, due to mental issues and general lack of interest from club members, including myself).

Another issue was that CSS was very limited back then, browser support was all over the map, and judging from the code used in websites back then (including Wolvesbane Keep/Darkmire Castle/Kindraco Fortress), few of us in the ROC had ever heard of it (at least, I certainly hadn’t).
