Customizing websites

Hi, I have been using WP for a long time to produce some decent looking sites. however, I find the themes to a bit restrictive and static in that they do not allow free customization. I have found Avada themes to be more flexible. However I am sure there are other ways changes can be more effectively achieved using other means eg modifying the code or using other tools. I have fiddled with the code and I have child themes within WP etc but I still lack the knowledge and experience to find the right coding, tools to produce better results. For example in my sites sometimes I am not able to find the right place in the code or in the divs or using the builder to introduce desired changes eg inserting a “Book now” form within a block of divs. I have heard people using frameworks like Laravel or bootstrap to access the code and libraries. Is this a better way to go around doing this?
