Vertical division slider

Good afternoon everybody,
I’m trying to figure out how to create a slider for my index page. This page is not scrollable, but I’d like to create a division of the page that will upon scrolling up/down change it’s content as well as background image of the website. I’m rather new to web development so I’ll be glad for any ideas on where to start with this. Thanks in advance.
