Tech needed for video upload?

I’m non-technical, so please bear with me.
We have a marketing company and we are trying to add video editing services.
What I would like to do, is create a website where customers can log into their accounts, upload their raw video footage, then have that footage be visible on their screen. From there, they can “tag” highlight areas of the raw footage that need to be included in the final edit, and also make notes for titles that would be included, etc.
I’m posting this because I’m trying to find the right questions to ask – what technology would be required, what skills a developer would need, what platform this kind of thing could be built upon.

@DesiraePoullardMar 23.2020 — Probably, you need a website developer with better coding skills. However, you will need to share with us which platform of making website you want to use? Means which CMS or do you want a direct coding site?

Secondly, do you want a website like YouTube or what? Need some clarity.

I suppose that is the insight I'm looking for. What CMS might be capable of doing this kind of thing? Ideally one a developer as well as a non-technical person can work on (not necessary of course).

What specific skills to ask for in a developer?

Not really looking for a site like Youtube, but looking for a client video to be playable by them when uploaded, so they can mark certain points and make notes.

    @DesiraePoullardMar 24.2020 — @merfw#1616575 Probably, few WordPress themes can offer you this service. Wix and simple CMS can do this. But it is not as easy. A web developer must have knowledge of database like how to move video folder into the database etc.
