Third-party cookies

I am looking for a detailed definition of what is a third-party cookie?

If the parent page is from “top.example.com” and a frame is from “frame.example.com”, will the cookies from “frame.example.com” be seen as third-party? Or not (Since both domains only differ by the sub part ‘top’ and ‘frame’)?
