Well for graphics programs, nothing really beats photoshop, but if you don't have the bucks for that, there's GIMP, an open source graphics program, and corel provides a lower cost program that's also effective(I can't remember what it was called)

For HTML, there's lots of wysiwyg browsers out there, dreamweaver is a popular one. Microsoft Expression is in it's beta right now and you can download a copy for free. I don't know if I'd pay for it, but it's got a lot of the featrues dreamweaver has and like I said, for now you don't have to pay for it. Hope this helps. Good luck.
