repeating image?

I am not sure how to do this. I need to get an image to repeat to the page length but still have the logo image above connected to it.

So that the three vertical lines expand and contract to fit the page on different pages.

I'd suggest that you create a graphic of the three vertical lines and use that for a background image for the element that contains the logo. If you set the CSS to repeat-y it will automatically repeat the three lines vertically to fill the column. You'll just have to be a bit careful to set the width of the background image to match the width of the containing element so that the logo ends up centered properly.
