Cloaking can also refer to people who have a domain name but no web hosting and they serve up from their business or home. This requires a more complex set up to ensure that IP address of the users server is up to date in the Domain Name Server. The cloak is the domain name that cloaks the IP address from public view.
Like many things internet related, terms can have more than one meaning or the meaning can change through the passage of time like SPAM was purely the act of emailing someone with junk mail, now SPAM is applied in many circs like in gaming, my son refers to SPAMMING and TROLLING when these users actually mean DOSSING and GRIEFING.
