Need help with website layout/design

So I’m coding my first website from scratch, it’s a text based rpg browser game, nothing all that special.

However, I can’t seem to be able to design a layout that doesn’t look like its from the 90s. If anyone could suggest some changes to make it look more modern that’d be great.

Edit: Just a note – it’s all coded in HTML, CSS, and PHP at the moment. I haven’t learned enough JS to implement it into the site yet, but if it’s necessary to fix this problem I will.

@RobHowdleJun 12.2018 — I assume you'd used divs for all the boxes and what not? I'd get a color pallete and play about with coloring in the different backgrounds then work on text, be surprised how much simply a bit of color and change the look of something ?
