Overwriting Design with CSS

Hi everyone. i’m designing a page on a music production website and had a few questions. I have the layout I want done in Photoshop and saved the photos to an image host. There is a section specifically for CSS and I put my coding in there. Is there an easy solution to fully overwrite the default look on the webpage? Or would I have to go to developer options and base my custom CSS off of the default HTML coding already done? Is there a way I can design the whole page just from my CSS? Thank you all in advance!!!
